Dilma Launches Recycled Package to Combat Drought in the Northeast

Amid the historic drought in the Northeast, President Dilma Rousseff announced Thursday a R$9 billion (US$ 4.5 billion) package as a "new action" against the drought which includes maintenance of benefits, "old money" and resources already designated for the region.
Of the total announced in Fortaleza, 17% refers to the extension, until the end of the year, of the Harvest Guarantee program (which pay up to US$ 77 per month per family affected) and the Drought Stipend program (US$ 40 per family).
The bulk of the package (35%, or US$ 1.5 billion) is an estimate of how much the government will stop collecting until 2016 to renegotiate the debt of 700,000 farmers affected by the drought.
According to the Ministry of National Integration, part of the amount would go to the Constitutional Fund for Financing the Northeast - in other words, the waiver is a resource already "designated" for the region. Another important part of the package is the US$ 1.04 billion (23% of the total) for the purchase of heavy machinery for 1,415 cities. The action is part of the so-called PAC Equipamentos, announced in 2012.
The Ministry of Agrarian Development reported that 33% of this money (R$694 million -US$ 344 million-) has been spent since 2012 on backhoes and graders.
Dilma's announcement came while among almost all the governors of the region, among them Eduardo Campos (PSB-PE), who appears as her possible rival in 2014.
The palliative measures announced even included an increase of 30% in the supply of water tankers (from 4,746 to 6,170), construction of cisterns (267,000 by December) and subsidized sale of 340,000 tons of corn.
It was the second announcement of measures against the drought since the situation began to worsen in April 2012.
The Presidential Palace states it has already spent R$7.6 billion -US$ 3.8 billion- ( to serve 10 million people in 1,415 cities in emergency situations. "It's R$9billion more that we will inject into the economy of the Northeast," the Minister of National Integration, Fernando Bezerra (PSB), said yesterday
